Vision of Society

We envision a Filipino society empowered by a people that is able to respond to their basic health needs; a people committed to assert their inalienable right to health; and, an equitable and responsible health care delivery system that is within the reach of the marginalized sector.

Working towards the goal of setting up a Health Service CooperativeComponents of the Envisioned Cooperative:

  • The paramedic-workers, who would be trained to provide primary health care services
  • The support group of medical professionals, who would extend health services to the labor group and needy communities
  • A network of institution and facilities within the influence of the health professionals that are needed for health care
  • A training and education program, intended for all cooperative members that would provide a knowledge of preventive and curative health.

Gains: 1990 - 2009

  • 200 worker-paramedics and safety officers in 14 labor unions; activation of health committees and participation in factory’s OSH committees
  • Pilot test of an alternative health care financing scheme in two medium scale factories (IOPI and Eastland) – forerunner of the health care financing schemes for organized groups
  • Pilot test of a sustainable health care financing scheme in the Island of Batanes, benefiting almost half of the province's population, and covering more than 20,000 medical cases in a span of five years. The project has also paved the way for a reliable partnership with the National Health Insurance Program, PHILHEALTH, in providing inpatient benefits for the beneficiaries. The Ivatans, residents of the said province, have been enjoying inpatient, outpatient and medicine discounts through the Project.
  • Capacity-building trainings were conducted for various stakeholders of the Community-based Water and Sanitation and Social and Cooperative-based Health Insurance Projects of the Institute.
  • Wastewater treatment facilities and school toilets were constructed or rehabilitated. Rainwater harvesting tanks were also constructed for various communities.
  • Partnership-building with different communities resulting to feasible project implementation and ensured sustainability.
