Community-Based Water and Sanitation

The growth of cities into mega-metropolis is an emerging phenomenon that is fully evident in the Philippines as well as in many developing countries. With the increasing migration of the rural population into the urban centers, the corollary growth of peri-urban areas is impending.  Unfortunately, the ability of local government units and even of the national government to undertake forward planning is very limited.  What happens is that peri-urban areas grow and expand with minimal to no urban planning.  As a consequence, the infrastructure for basic services for these communities is sorely lacking.

Objective of the Project

Through the support from Arbeiterwohlfahrt International, e.V. (AWO) through a grant from the German Ministry of Economic Cooperation and Development (BMZ), this project aims to improve the living conditions of underprivileged peri-urban communities in the margin of Metropolitan Manila through the improvement of the local sanitation and water system. This includes capacity building and multi-stakeholder participation in addressing water and sanitation concerns and introduction of appropriate water and sanitation technologies that are managed and sustained by the community.

Key Result Areas

  • The organizational capability and capacity of the community is established in setting-up, operating, maintaining and promoting water and sanitation technologies.
  • An integrated excreta management and recycling facility for the community and the school is operational.
  • A model rainwater collection and groundwater replenishment system for the community and the school is operational.
  • An effective program for water and sanitation education, promotion and action in the community and school is organized.

Project Accomplishments

  • Several trainings were conducted and attended by community and school representatives. Organization and Business Plan for the communities' water enterprises and Project Monitoring Tools were some of the outputs of these trainings.   • 8 and 5 units of wastewater treatment facilities were constructed at Cupang Elementary School and Mayamot National High School respectively. School toilets were also constructed, rehabilitated and were connected to the wastewater treatment facilities. Rehabilitation of toilets includes installation of lavatories. School representatives also attended a training on wastewater treatment facility operation and maintenance. ' I will not be suffering anymore just to use the old comfort rooms.   • 3 and 2 units of wastewater treatment facilities were constructed at Alpha and Omega Homeowners' Association and Kaluwalhatian Homeowners Association respectively. Household toilets were connected to these treatment facilities. ' We know that with the wastewater treatment plants, we are protecting our bodies of water like our groundwater which is also our source of water and nearby Laguna de Bay where our fishes came from...' read more.
  • A total of 18 rainwater harvesting tanks were constructed in the partner schools. These tanks were connected to the washing areas and to the toilets. Based from a survey participated by randomly chosen students of Cupang Elementary School, there is a significant increase in the number of students from 59.43% to 94.81% who said that there is enough water in the school for toilet use.   • 2 spring boxes were rehabilitated in a sitio at Antipolo City and pipes for level 2 water system were also laid. 5 dugwells were also installed in the said sitio. A level 2 water system was set-up in 2 homeowners' association in Angono, Rizal. 'We get water from delivery trucks wherein the supply is not enough. There are times that we don't have water. The truck sells their water for Php22.00 per drum or almost Php110.00 per cubic meter. On the average, each family spends almost Php1,600.00 for water bills... This is the light at the end of the tunnel for us, we see hope, we're going to have water...' read more.
  • Sanitation Education Teams were formed in the 2 communities at Antipolo City and Angono, Rizal. Almost 15 community activity days for sanitation education purposes were conducted wherein community members were invited to participate. Community activity days are facilitated by the community's sanitation education team who underwent several trainings on sanitation education IECs. Advocacy materials on proper water handling, hygiene and sanitation were distributed to the community members. ' I learned so much from the first seminar workshop up to the end. I was able to acquire knowledge on water and sanitation and helped me build my confidence as a facilitator... it improved our way of living...' read more.
  • About 160 teachers underwent trainings on sanitation education wherein multi-disciplinary water and sanitation modules were introduced to them which they could incorporate into their existing lesson plans to instill water and sanitation knowledge and skills to their students. These lesson plans per grade level were compiled, printed and distributed to the teachers as a resource book on water and sanitation. School Health Celebration in compliance with DepEd memorandum were also celebrated and participated by the students, teachers, parents, LGU unit representatives and Local School Board representatives. Based from a survey participated by randomly chosen students of Cupang Elementary School, there is a significant increase in the number of students from 45.91% to 87.26% who said that dirty environment could lead to health problems.
